1. some small lb optimization: when we receive a "Error processing ecm", lb
does only block it, if we had more than lb_min_ecmcout god ecms
2. dvbapi enhancement: dvbapi first asks lb (if activated) if a reader
can decode this channel. This shoúld avoid timeouts
